People Domain Overview
The People domain accounts for approximately 19% of the exam, making it one of the two heaviest-weighted areas. It covers HR strategy, talent acquisition, employee engagement, learning and development, total rewards, and succession planning. This domain blends knowledge-based questions (laws, formulas, definitions) with situational judgment items, so prepare for both formats.
What to Study First
- Total Rewards: Exempt vs. non-exempt classification (FLSA duties tests), compensation structures, benefits administration, compa-ratio, broadbanding, and variable pay. This is the most heavily tested area within the People domain.
- Talent Acquisition: The full recruitment lifecycle, selection methods (structured interviews, assessments), onboarding, employer branding, and realistic job previews.
- Learning and Development: Needs assessment, the ADDIE model, Kirkpatrick's four levels of evaluation, and adult learning theory.
- Employee Engagement: Drivers of engagement, survey design and interpretation, retention strategies, and the connection between engagement and business outcomes.
- HR Strategy and Workforce Planning: Aligning HR initiatives with organizational goals, workforce analytics, succession planning, and HRIS capabilities.

Compensation and Classification Questions
Expect several questions on FLSA classification. Know these critical distinctions:
- Exempt employees: Must meet the salary threshold AND a specific duties test (executive, administrative, professional, computer, or outside sales). Salary alone does not determine exempt status.
- Non-exempt employees: Entitled to overtime at 1.5x for hours over 40 in a workweek. Cannot waive this right, even voluntarily.
- Compensable time: Includes required training, on-call time when freedom is restricted, and waiting time that is part of the job.
Focus on "Best" and "Most Appropriate" Phrasing
People domain questions frequently use the phrasing "what is the BEST approach" or "what is the MOST appropriate action." When you see this:
- Multiple answers may be partially correct. Your job is to select the one that is most complete, most aligned with best practice, and most proportionate to the situation.
- Look for the answer that addresses root cause rather than symptoms.
- Prefer proactive, strategic responses over reactive, short-term fixes.
Domain-Specific Study Tips
- Create a one-page summary of major employment laws that affect the People domain: FLSA, FMLA, ADA, ERISA, ACA, COBRA, HIPAA. For each, know the coverage threshold, key provisions, and common exam scenarios.
- Memorize the Kirkpatrick levels (Reaction, Learning, Behavior, Results) and be able to identify which level a given evaluation activity measures.
- Practice calculating compa-ratio, turnover rate, and cost per hire until the formulas are automatic.
- Understand the difference between internal equity (job evaluation, pay grades) and external competitiveness (market surveys, benchmarking).
CP vs. SCP Focus
- SHRM-CP: Emphasis on executing talent acquisition processes, administering benefits, conducting training needs assessments, and applying compensation policies.
- SHRM-SCP: Emphasis on designing total rewards strategies, building succession planning frameworks, evaluating L&D program effectiveness at the organizational level, and aligning workforce planning with long-term business strategy.
