Organization Domain Overview
The Organization domain accounts for approximately 18% of the exam and covers organizational effectiveness, employee and labor relations, and HR technology. This domain tests both your knowledge of labor law and organizational theory and your ability to apply that knowledge in workplace scenarios.
What to Study First
- Employee and Labor Relations: The NLRA, collective bargaining (mandatory vs. permissive subjects), unfair labor practices, grievance procedures, and progressive discipline. This is the most heavily tested topic in this domain.
- Organizational Development: Change management models, organizational culture, OD interventions, and organizational design structures.
- Performance Management: Goal setting (SMART goals), performance appraisal methods, providing feedback, and managing underperformance.
- Job Analysis and Job Evaluation: Methods for analyzing jobs, writing job descriptions, and establishing internal pay equity through job evaluation.
- HR Technology: HRIS capabilities, people analytics, applicant tracking systems, and data security considerations.

Labor Relations: The High-Yield Area
Labor relations questions appear frequently and cover both unionized and non-unionized workplaces. Focus on these areas:
- NLRA Section 7 rights: Employees' right to organize, join unions, and engage in concerted activity. These rights apply to ALL employees, not just union members.
- Unfair labor practices: Know employer ULPs (interfering with organizing, dominating a union, retaliating) and union ULPs (coercing employees, secondary boycotts).
- Collective bargaining: Mandatory subjects (wages, hours, working conditions) vs. permissive subjects. Good-faith bargaining requirements.
- At-will employment: The default rule and its exceptions (implied contract, public policy, implied covenant of good faith).
- Progressive discipline: The standard steps (verbal, written, suspension, termination) and the importance of documentation and consistency.
Change Management Questions
Change management questions frequently describe an organizational change initiative and ask how HR should support it. Know these frameworks:
- Kotter's 8 Steps: Create urgency, build a guiding coalition, form a strategic vision, enlist volunteers, enable action, generate short-term wins, sustain acceleration, institute change.
- Lewin's Model: Unfreeze (create readiness), Change (implement), Refreeze (stabilize). Simple but frequently tested.
- ADKAR: Awareness, Desire, Knowledge, Ability, Reinforcement. Individual-focused change model.
When answering change management SJIs, look for the answer that addresses resistance, involves stakeholders, and sequences the change logically.
Using Elimination Strategies
- In labor relations questions, answers that suggest ignoring employee complaints, bypassing union representatives, or retaliating against union organizers are always wrong.
- For OD questions, answers that propose implementing change without communicating the rationale or involving affected employees are typically incorrect.
- When two answers seem equally valid, choose the one that is more proactive and addresses root causes over the one that is reactive or addresses symptoms only.
CP vs. SCP Focus
- SHRM-CP: Focus on applying progressive discipline consistently, administering grievance procedures, maintaining HRIS records, and supporting organizational change initiatives.
- SHRM-SCP: Focus on designing labor relations strategies, leading organizational restructuring, selecting and implementing HR technology platforms, and building change management frameworks.
