The Overlap Challenge

The People and Organization domains are both technical knowledge areas within the SHRM BASK framework. They share overlapping topics, which makes it difficult for candidates to determine which domain a question is testing. On the SHRM-CP and SHRM-SCP exam (134 questions, 4 hours, Prometric or OnVUE), understanding these distinctions helps you apply the right lens when analyzing scenarios.

Both domains deal with employees and the workplace. The key difference lies in the level of analysis: the People domain focuses on individual and role-level HR functions, while the Organization domain focuses on enterprise-level systems, structures, and strategies.

What Belongs to the People Domain

The People domain covers HR functions that directly affect individual employees throughout their lifecycle:

  • Talent Acquisition: Job analysis, recruiting, selection, and onboarding for specific positions
  • Employee Engagement: Individual and team-level engagement drivers, surveys, and retention strategies
  • Learning and Development: Training programs, career development, coaching, and mentoring for individual growth
  • Total Rewards: Compensation structures, benefits administration, and incentive programs for employees
  • Performance Management: Goal setting, performance reviews, feedback, and individual development plans

Think of the People domain as the "individual employee experience" domain. Questions in this domain ask about specific HR transactions, processes, and programs that affect people directly.

What Belongs to the Organization Domain

The Organization domain covers enterprise-level systems and strategies that shape the organizational environment:

  • Organizational Effectiveness: OD interventions, culture change, and organizational assessment
  • Workforce Management: Strategic workforce planning, forecasting, and restructuring at the enterprise level
  • Employee and Labor Relations: Union relations, collective bargaining, and labor law
  • Technology Management: HRIS strategy, HR analytics platforms, and technology-enabled HR transformation
  • Change Management: Organization-wide change initiatives, cultural transformation, and mergers and acquisitions

Think of the Organization domain as the "enterprise systems" domain. Questions focus on how the organization as a whole functions, changes, and improves.

Overlapping Topics and How to Distinguish Them

Several topics appear in both domains. Here is how to tell which domain is being tested:

  1. Workforce Planning: People domain = filling a specific role or team. Organization domain = forecasting enterprise-wide talent needs for the next three years.
  2. Employee Relations: People domain = resolving an individual employee grievance. Organization domain = managing a union relationship or designing a labor relations strategy.
  3. Training: People domain = designing and delivering a training program. Organization domain = aligning L&D strategy with organizational transformation goals.
  4. Engagement: People domain = improving engagement scores for a team. Organization domain = designing an enterprise engagement strategy linked to business results.
  5. Succession Planning: People domain = identifying successors for key roles. Organization domain = building a succession framework that supports organizational continuity.

Practice identifying these distinctions with domain-tagged questions on your study dashboard.

Exam Strategy for Ambiguous Questions

When a question could belong to either domain, use these strategies:

  • Check the scope. Is the question about one person, one team, or the entire organization? Individual/team scope = People. Enterprise scope = Organization.
  • Look at the answer options. If options involve tactical HR actions (hire, train, compensate), the primary domain is People. If options involve strategic or structural recommendations (restructure, redesign, transform), the primary domain is Organization.
  • Identify the stakeholder. If the question involves an individual employee or hiring manager, it is more likely People. If it involves senior leadership, the board, or the entire workforce, it is more likely Organization.
